The Rights Platform for IDF Veterans

"Avner System"

Flagship Project|AI System for Rights Accessibility

Access is restricted to disabled IDF veterans who are members of the IDF Disabled Veterans Organization.

Technology serving IDF disabled veterans: the "Avner System" helps veterans understand the rights they are entitled to, find relevant information, and navigate the process of claiming those rights. By making complex information clear and accessible, the system empowers each person to pursue their rights with knowledge and confidence.

"Avner System", the IDF Disabled Veterans’ Rights System, is a dedicated AI rights assistant developed by Certainty lab for disabled and wounded IDF veterans. It turns hundreds of scattered regulations, procedures and updates from the Ministry of Defense Rehabilitation Department into clear, structured, actionable answers, without requiring prior legal knowledge.

The Challenge

A Maze of Hundreds of Regulations

RegulationsProceduresUpdatesEligibilityRehabilitationDocumentsExceptionsReferencesWhat are my rights?
Regulations, procedures and information — on the path to understanding rights.

Veterans—including tens of thousands of PTSD survivors—faced a maze of hundreds of regulations and updates to access their rights. Information was scattered, and legal language created a significant service barrier, leaving many unable to claim what they were entitled to.

  • Hundreds of scattered regulations and procedures
  • Complex legal language
  • Frequent updates and policy changes
  • Significant service barriers
  • Real-time analysis of all rights literature
  • Display of precise, relevant rights
  • Simple and clear language
  • 24/7 availability without waiting

The Solution

We Shifted the Burden to Technology

We revolutionized accessibility with the "Avner System". Instead of requiring survivors to undertake the nearly impossible task of locating and decoding hundreds of complex documents, we shifted the burden to technology. The system analyzes the entire rights database in real-time and presents precise, relevant rights to the user within seconds.

The Result

A Platform That Changes Lives

An advanced AI-powered platform making rights accessible in simple, clear language, 24/7. The system saves survivors significant frustration and reduces the load on organizational human service centers.

Looking Forward:

Two additional follow-up systems are currently in advanced development stages to expand the therapeutic envelope.

Grounded in Official Sources

Hundreds of official regulations, eligibility criteria and rehabilitation procedures were mapped, broken into knowledge units and refined for AI retrieval. Retrieval-augmented generation (RAG), semantic clustering and verification layers ground answers in authoritative sources. The system handles the complexity of medical profiles, injury circumstances, rehabilitation pathways and changing policies behind the scenes.

Simple to Use, Privacy-Conscious by Design

Users ask a question in their own words, choose a relevant area such as medical care, financial support or rehabilitation, and receive a structured answer. A short, guided questionnaire builds a disability profile rather than asking for identifying details, allowing relevant guidance while minimizing personal information.

Human Expertise and Responsible AI

Avner Golan, a national expert on the rights of wounded and disabled IDF veterans, contributed practical knowledge from years of work with the IDF Disabled Veterans Organization. Dr. Yiftach Golov led the AI architecture. Danni Zaks led UI and UX design, focusing on users’ human needs and reducing cognitive load. Technical implementation was carried out with Dofinity, drawing on its experience in scalable AI systems.

From MVP to a Scalable National System

The project progressed from identifying a real need in the field to designing a dedicated AI architecture, building a working MVP, and expanding into a stable, secure and scalable system. It demonstrates responsible AI in public service.

Innovation and Collaborations — Organization's Flagship Project

We are not alone. We operate in close and continuous cooperation with the Rehabilitation Department of the Ministry of Defense to streamline, adapt, and make services accessible to every disabled person. We are proud to be part of a joint team dedicated to the realization of rights according to population groups and types of injuries, with the goal of refining the responses and adapting them optimally to a variety of needs.

In close cooperation with a development team from Certainty lab and Dofinity — led by Dr. Yiftach Golov, Co-CEO of Certainty lab and head of the scientific team, and Danni Zaks, Head of Digital Strategy & AI-Enabled Growth — we are developing an AI-based rights realization system. This breakthrough system will crack the bureaucratic complexity and allow every wounded veteran to receive the maximum, with minimum effort.

Close cooperation with an expert development team... A breakthrough system that will crack the bureaucratic complexity.
